「待って」は「待つ」のて形です。その後に「ください」「ほしい」などの依頼・許可を求める表現をつけますが、「ください」が省略されても、依頼の意味が残ります。
一方、「待て」は「待つ」の命令形。
この場面では、犬に対するコマンドなので、「待て」がふさわしいです。

"待って Matte" is the て形（te-form） of "待つ". It is followed by a request or a request for permission, such as "ください" or "ほしい" but even if "ください" is omitted, the meaning of the request remains.
On the other hand, "待て" is the imperative form of "待つ".
In this situation, "待て" is appropriate because it is a command to the dog.
